After delays and concerns about financing, Ballys is taking a step forward in building a permanent casino.

Demolition of the old Chicago Tribune building is underway in River West in Chicago. Ballys released plans for a 500-room hotel, casino and theater along the Chicago River.

For the past year, the casino has been operating at a temporary site inside the Medinah Temple. The temporary facility will stay open until the permanent casino is completed.

The Illinois Flag Commission will soon begin accepting submissions for a new state flag design.

Secretary of State Alexi Giannoulias said a new law created the commission with a goal of developing new state flag designs to determine if one of them should replace the current state flag.

The commission will accept design ideas for consideration from the public until Oct. 18.
