Latest in a Series of Significant Arrivals for Growing DC Practice

WASHINGTON–(BUSINESS WIRE)–Whiteford, Taylor & Preston announced that international transactional and procurement lawyer Steven D. Hrubala has joined the firm’s Government Contracts Group as Senior Counsel.

With over twenty-five years’ deep experience establishing and running sourcing, procurement and contract negotiation functions at financial services, telecommunications and technology organizations, Mr. Hrubala bridges the realms of law, business diplomacy and executive management of operations. He has served as Global Chief Procurement Officer at one of the world’s largest global investment firms, at the world’s largest stock exchange company and at one of Australia’s largest financial institutions. His cross-functional and cross-industry experience has enabled him to lead business transformations, conduct major commercial negotiations and launch business verticals to drive top- and bottom-line profitability globally. His broad view of enterprise strategy helps clients realize successful commercial outcomes in keeping with good governance and sound sourcing and procurement practice.

“Steve is an exceptionally experienced advisor on the complex legal and business dynamics of international procurement and compliance,” said Enayat Qasimi, Managing Partner of the D.C. office and head of its International practice. “We are thrilled to welcome him to a Group our clients increasingly see as a cost-effective solution for their most complex matters.”

Whiteford’s Government Contracts Group includes attorneys and other professionals with decades of experience at large corporate enterprises across many industries, in key government roles and in private practice. They bring wide-ranging experience in international and domestic litigation and disputes; investigations; contracting, subcontracting and procurement functions; and international compliance issues involving both U.S. and non-U.S. sovereigns and contractors. Together, they provide organizations the full range of advisory services needed to address the government contracts, national security and international compliance obligations arising in the course of working with sovereigns, domestically and internationally.

“We are realizing our goal of providing clients with a platform of senior advisors who are deeply knowledgeable about a highly complex intersection of business and law,” said David Panzer, Chair of the firm’s Government Contracts Group. “Steve’s record of building successful compliance regimes that enhance business operations meaningfully extends our value in this space.”

Mr. Hrubala’s record of accomplishment encompasses program management of acquisitions, mergers and divestitures, leading due-diligence and compliance reviews and overseeing establishment of common terms across suppliers to ensure Foreign Corrupt Practices Act (FCPA) and privacy regime compliance. Highlights of his transactional experience include negotiation of multiyear sales and partnership agreements (hardware, software and services), founding of novel alliance structures to meet the disparate needs of signatories and other parties in interest, renegotiation of underperforming alliances and partnerships, and alignment of multiple stakeholders around panel arrangements to manage and mitigate the risks of sole-supplier or sole-provider agreements. He has actively engaged with companies to deliver consistent global operations and to identify impediments to running enterprises “one way same way” in all geographic regions.
